Why Foreign Buyers Choose New Builds
New developments dominate the Albanian coastal market for good reasons: no registration tax (VAT included), modern construction and elevators, parking, and developer installment plans that work like interest-free financing (typically 10–30% down, balance over construction). Buying at launch usually means the best price of the building's life cycle.
The Three Things That Decide Everything
1. The land title. The developer must own (or have registered rights to) clean land. 2. The building permit. Real, current, and matching what is being sold to you. 3. The delivery record. Has this developer finished previous buildings, on time, as promised? In Albania these three checks filter out most of the risk — and most buyers never do them, because nobody sells them the truth. We verify all three, in writing, before you pay a deposit.
Payment Plans, Contracts and Your Protection
A standard off-plan contract ties payments to construction milestones. What matters: penalty clauses must be mutual (the developer owes you for delays, not only you for late payments), the price must be locked in writing including finishes listed in a technical annex, and your payments should be provable (bank transfer, never cash). We review the contract with a lawyer before signature — a step that costs little and has saved our clients tens of thousands.
